The Incarcerated Being Sexually Abused By Warden and Correctional Guard at a Female Prison

How these female inmates were sexually assaulted, subjected to inhumane treatment, and silenced

Too often, too many prisons have become a deen of ill-repute workers from the warden, guards, and up and down the line of command, abusing inmates, males and females.

Months earlier, in a Georgia detention center, women faced mental, physical, and sexual cruelty at the hands of the prisons’ staff. They were treated like property and if they rebuked or spoke of the mental, physical and sexual abuse to any outside entity they were transferred or punished in some other manner setting a presidprecedence to silence others being abused.

The warden, Ray J. Garcia, 54, of the all-female federal prison, the Federal Correctional Institute, in the East Bay have been charged with sexually abusing an inmate, sexually harassing another inmate, and stored pictures on his Bureau of Prisons work computer that showed the assault victim naked in her cell.

More specifically, Garcia was accused of digitally penetrating a female inmate on multiple occasions when he was the associate warden. Got away with that, and once promoted, nothing changed, except his postiion while his behavior assaulting female inmates continued.

When his sexual advances were dismissed, he forced other lude acts of sexual assault, like forcing one woman to place her hand on his genitals. For example, when making his rounds, he would ask inmates to strip naked for him, or he displayed photos of his genitals to the accusing female inmates.

These women were threatened to remain silent because Garcia claimed he knew the right people in power and would not be fired. According to Garcia, the person who would do the investigations of the alleged allegations was a close friend which meant reporting would be a waste of time for the female inmates.

Thank goodness pictures do not like and Garcia nailed the last pin in his own coffin as he maintained hundreds of sexually graphic photos on his work cellphone and computer. The images were of male and female genitalia and nude photographs of himself.

Justice has only begun for this one, while there are others who have not yet been reported. While the investigation is in progress, Garcia was placed on administrative leave and detained without bail in Alameda Country’s Santa Rita Jail in Dublin. If convicted, he could face 15 years in prison, three years of supervised release, and a fine of up to $250,000.

To stop such ill behavior, the perpetrators of these crimes need to suffer more financially where their assets should become the center of these lawsuits and not the taxpayers’ dollars or union dollars. This would be a surefire manner to put a halt to such mental and physical cruelty in prisons.

Sadly to say, Garcia’s case is not an isolated one, it is just the one in the media currently. In addition to Garcia, there was a correction guard, Ross Klinger, 36, who sexually abused two inmates and was charged. One encounter was ongoing for months even after she was transferred to a halfway house.

Sometimes when these prisons’ personnel are reprimanded or chargedd with a crime of sort, they oftentimes get transferred to another facility or seek employment at another facility. Will this move stop the behavior? Absolutely not, just another coverup is what it is.

Klinger not only abused his authority as a correctional guard, but he also went so far as to advise these two females that he wanted to father their children, proposed marriage, and allegedly gave them and their families money and gifts.

Even these two officers abusing female inmates comes on the heels of other officers who had been accused in civil litigation of abuses at the prison. This is not a new phenomenon in prisons, this has been going on since the beginning of time.

Two years ago, one inmate sued the prison alleging that a male correctional officer had sexually abused her, and two of his colleagues helped to cover up his abuse for a whole year before eventually reporting it.

This situation took place when the victim was working at a work camp at the prison and this guard sexually assaulted her in a secluded area that he took her to. The persons named in this lawsuit have not been charged.

In conclusion, while the prisons’ staff are clearly at fault and deserve the appropriate punishment, and rightfully so, but the penal system that governs the prisons is also at fault as they lack transparency and accountability. Until the system, changes its operating practices, sexual assault and other inmate abuse will continue.
