They could blow up their whole solar system.”</p><p id="b8c8">“That’s not true, we would never let them fire their nuclear weapons, at least not anymore,” Riki declared.</p><p id="57d3">“For the sake of their star system, I hope not,” Arctur said. “War is bad enough, but what exactly <i>were</i> you trying to do with that pandemic? I can’t make any sense out of that whole episode. Pandemics are not sanctioned under Council regulations.”</p><p id="be92">Riki shrugged. “Well, we look at it like a test, it was for their own safety. But their numbers are limited and their efforts to recruit earthlings to become teachers may be short of what’s needed for them to prevail. But we’re seeing some encouraging developments.”</p><p id="7596">“Could you elaborate?” Ozzie asked.</p><p id="5c93">“Yes. There are a growing number of earthlings who have raised their consciousness enough to be ready to engage with us.”</p><p id="d2fd">“Harumff,” Riki snorted.</p><p id="17cb">Arctur continued. “The Venusians want to facilitate a more enlightened and freer earthling, evolved enough to join the Galactic Federation. They are increasingly making contact and are finding ways to communicate. They are making steady progress. But the Reptoids just want control and are resisting. It’s all about power for them, as we all know.”</p><p id="e71d">Riki angrily shook his tail. “I object to that! If it weren’t for us, they’d still be clubbing each other with sticks! That’s the truth and you all know it!”</p><p id="2c20">Ozzie the Chair spoke. “Well, maybe the time has come to let them all evolve into a free planet,” he reasoned, and turned to Riki. “Your history with earth has been one of almost constant warfare. We were content to ignore your vassal planet completely until we noticed that your poorly evolved slaves had discovered the secret of the atom. And were capable of slaughtering large numbers of its own people, without regard to interplanetary consequences.”</p><p id="b393">Riki stated defensively, “Alright, maybe things got a little out of control at that time, we were late to step in. But that got our attention, and I can assure you we won’t let them fire their nuclear weapons. Ane we will make sure that they don’t develop any other technologies that they are too primitive to use.”</p><p id="6b83">The Chair waved his hand. “Thank you for that update, Arctur. You two can resolve your differences during happy hour, which is next on the agenda. The Galactic Council Considers Earth’s Future

The periodic meetings of the Galactic Council often run long and are considered a tedious but necessary duty by the 420 delegates, chosen from billions and billions of planets by a quantum number generator. It is a duty no one relishes, because it is often contentious, and many delegates consider it a weak and powerless institution. Its activities are guided by a Body of Nine, who performed the main duties of encouraging order in the universe, or at least the galaxy.

The current chairperson, Ozzie the Osirian, was selected by the Nine, and doggedly worked through a lengthy agenda. He communicates telepathically.

“This is our last agenda item, thankfully, a report on the disturbing state of affairs on the planet earth in the @Ω*Q sector. I will refer to them as earthlings, with respect for their cultural identity. Delegate Arctur, you have been studying the situation there as our appointee. We are ready to receive your report.”

A beautiful man with blue skin responded. “The post-deluvian history of this planet begins when this council granted concession rights to the Reptoids, which allowed them to breed a hybrid race with indigenous life forms. I’ll spare you the eons of history, but the earthling population has matured in ways not anticipated by the Reptoids. The earthlings are entering a phase shift of their evolution and many are starting to break out of the control mechanisms created by the Reptoids. The Reptoids’ continued control of that planet is far from orderly.”

Ozzie the Chairman stated, “Riki the Reptoid will be given a chance to respond.”

Arctur the Arcturian continued. “Among other factors of concern is interplanetary commerce. The Uranians have a trade agreement with some of the earth leaders which allows them to take earthling DNA in exchange for technology. The Uranians are now complaining that the sperm count and chromosomal quality of the gametes has become so low that they must increase their collection quotas. This is causing more direct contact between earthlings and the Urans, and there may be violations of intergalactic protocols.”

Arctur continued. “There are now hundreds of crafts visiting earth regularly and the earthlings’ newest detection technology has made it an open secret there that they are not alone in the galaxy. They are at a loss as to what it all means and what they should do about it.”

Ozzie the Osirian observed, “Oh my. That would be a lot for any planet to deal with, but for a primitive planet like earth it could be overwhelming.”

Arctur concluded, “Earth is also undergoing a shift in cosmic energies, which is helping more and more earthlings be able to raise their degree of consciousness and resist the control mechanisms imposed by the Reptoids.
