How do you budget writing time without making it a chore?

Anything you feel you must do every day can become a chore, even if you enjoy it. So how can you avoid making writing melt into the drudgery of everything else?
For me, it’s a balancing act between setting goals and giving myself space to not accomplish them.
I’ll explain.
On Medium I try to publish twice a week. It’s a good goal, but if I don’t get there, self-flagellation isn’t required. The hyper-productive, motivation ‘experts’ tell us otherwise, but, ‘Oops, I was busy. I’ll try again next week,’ is a completely reasonable response.
Giving myself space to dream big and space to live my life outside of writing keeps me from treating writing as a chore.
