Causes. The list of issues and causes is huge. The wealthy foundations provide funding for certain causes. Donors have fixation on themes and ideologies and personal agendas. Bad ideas may get funding. Certain charities are so large that they drive entire causes. More funding than the aid budget of entire countries.

Profiles. Causes have a certain profile. NGOs go with causes that are popular and have media exposure and where it is easy to get funding. Managers could be hired for fund raising ability and social contacts. Methods and techniques and goals have to get funding approvals. Less tangible things may be neglected. More glamorous issues get promoted. Global issues versus local or national needs.
