Who Defend Themselves By Criticising Practising Muslims:

Lay Muslims that don't practise Islam defend themselves by criticising practising Muslims by saying:

"I Know Such Such Who Prays But He Cheats And Lies."

I don't expect learned people to dismiss working for the Revival of Islam by saying "Yea, but there were problems in the past with the Islamic System".

If there were problems, it doesn't negate the fact that to Implement the Quran in the form of a State (Islamic System) is an obligation just like the obligation of praying is not rescinded because someone cheats.

You'd expect a learned scholarly person not to resort to the argumentation of a defensive layperson.
