He found it in the latest regulations gazetted today, the official can get the specific of paper size wrong horribly.

In the Gazette both A3 is listed 297 x 210 mm, which should be 297 x 420 mm. However in the same regulation, A4 is as 210 x297, literally the same size.

so according to HK Gov’t, 210 x297 can be A3 & A4 at the same time.
