Incidents of Trouble on Women-Only Cars
In February 2024, a member of a voluntary organization boarded a women-only car as part of their activities, and was confronted by a female passenger in her 20s, leading to an incident. The member claimed it was “legally permissible,” but the female passenger pulled at papers, assaulted them, forcing an emergency stop, and the woman was arrested after police were called.
Examples of simply boarding these cars leading to trouble are endless. The female passenger stated “I was upset that a man was on board,” showing the vastly differing perceptions around women-only cars are a major factor.
Purpose and Effectiveness of Women-Only Cars
Women-only cars are generally introduced with the aim of “protecting women from gropers (chikan).” However, experts have not reached a consensus on their actual effectiveness.
The Osaka Metro’s official website states they are “to ensure safe transportation,” but groping incidents themselves are declining, so the causal relationship is unclear. They also note the cars lack legal force and are based solely on “customer cooperation.”
So while the system’s efficacy is questionable, many users likely feel a certain effectiveness under the premise of “providing a space where women can ride in peace.”
The Women-Only Car Issue in Society
However, the issue goes beyond that. Some have pointed out that the existence of women-only cars itself could promote a structural “separation of genders,” which risks leading to further gender discrimination if it reduces opportunities for understanding between men and women.
We must also consider gender identity and sexual orientation diversity. A simplistic “gender binary” view cannot accommodate all realities, and public services are required to be more inclusive.
Furthermore, to foreign eyes, women-only cars may seem a culturally unique custom. From a global diversity perspective, we need to re-examine this system.
