Summary

China's Sinopec has discovered significant oil and gas flows in a new shale well in Chongqing, signaling progress in China's efforts to enhance energy self-sufficiency and reduce foreign dependence, while also engaging in international energy partnerships with countries like Saudi Arabia and Russia.

Abstract

On January 9, 2024, China's leading national oil and gas company, Sinopec, announced the discovery of substantial oil and gas flows from the "Xingye-9 well" in the Chongqing Municipality. This discovery, yielding 108.15 cubic metres of oil and 15,800 cubic metres of gas, is a testament to China's investment in domestic energy exploration and production. The move aligns with the country's strategic goal to decrease reliance on foreign energy sources. Despite this, China continues to strengthen its ties with major global oil and gas players, as evidenced by Saudi Aramco's agreement with Jiangsu Eastern Shenghong Co., Ltd., to potentially acquire a 10% stake in their petrochemical refinery. This agreement also includes plans for Saudi Aramco to supply crude oil and other feedstocks to the complex, highlighting China's dual approach to energy security: bolstering domestic production while maintaining and expanding international energy partnerships.

Opinions

  • The discovery of the Xingye-9 well is seen as a significant achievement for Sinopec and China's energy sector, reinforcing the country's commitment to developing its shale gas resources.
  • China's investment in domestic energy projects reflects a strategic effort to ensure energy security and reduce vulnerability to external market fluctuations.
  • The continued collaboration with foreign entities like Saudi Aramco suggests that while China values energy independence, it also recognizes the importance of global energy market engagement for economic stability and growth.
  • The potential acquisition of a stake in Shenghong Petrochemical's complex by Saudi Aramco indicates a deepening of energy ties between China and Saudi Arabia, which could have broader geopolitical implications.
  • The news underscores the prevailing trend of China's balancing act between pursuing energy self-sufficiency and participating in international energy projects to maintain its position in the global energy landscape.

On 9 January 2024 it was reported by Reuters that China’s most important national oil and gas producer, Sinopec, made new discoveries of a key exploration shale well located in Chongqing Municipality in the Southwest region of China.

Known as the “Xingye-9 well” the findings reportedly came in at 108.15 cubic metres of oil and 15,800 cubic metres of gas. These findings also reflect the Chinese government’s investments put toward domestic exploration and production of domestic energy sources. China, like many countries in the world today, would like to lessen its dependence on foreign sources of energy supplies. Yet, the prevailing trend reveals that China continues to deepen cooperation with Saudi Arabia and Russia on global oil and gas projects within the Chinese Mainland.

For instance, in a news story about global energy markets that got swept under the rug last year, Saudi Aramco signed a cooperation framework agreement with Jiangsu Eastern Shenghong Co., Ltd., on 27 September 2023.

According to the agreement, Saudi Aramco will supply Shenghong Petrochemical with crude oil and other feedstocks, while the two companies discuss a potentinal strategic partnership that would allow for a large expansion project at the petrochemical and refinery compex in Jiangsu.

As part of this strategic partnership, Saudi Aramco seeks to acquire a 10% stake in Shenghong Petrochemical’s integrated refinery and petrochemical complex. Yet, the agreement stopped short of this potential expansion deal.
