Summary

The article provides an update on the relaxation of COVID-19 measures in the Netherlands as of May 6, 2020, with mixed reactions from various sectors.

Abstract

As of May 6, 2020, the Dutch government has announced a series of relaxations to the COVID-19 restrictions, including the reopening of cinemas, saunas, and wellness centers, as well as the resumption of driving lessons and the opening of terraces and restaurants with certain conditions. The update also includes the mandatory use of non-medical mouth masks in public transport starting June 1. While some sectors like the Dutch Transports and the Royal Horeca Netherlands welcome these changes, others, such as cinema operators and sauna owners, express disappointment and concern over the feasibility of operating under the new guidelines. Experts support the easing of measures but emphasize the importance of fulfilling testing promises and maintaining social distancing. The government's approach is cautious, with plans to monitor the situation closely and adjust as necessary, ensuring that the virus remains under control.

Opinions

  • Cinema operators are disappointed with the limit of thirty visitors, finding it unprofitable and less than the 100-visitor protocol they had prepared.
  • Sauna and wellness center representatives are shocked by the September reopening date, believing their establishments have the space and capacity to reopen sooner.
  • The branch association of the Dutch Transports is positive about the government's decision to mandate mouth masks on public transport.
  • The Royal Horeca Netherlands is relieved by the reopening plans but remains cautious about the financial viability of operating under the new conditions.
  • Hairdressers are happy with the reopening from May 11, considering it the right time economically.
  • Experts stress that the relaxation of measures is reasonable only if testing and contact research are prioritized.
  • The government, through Prime Minister Mark Rutte, emphasizes personal responsibility in adhering to the new guidelines to ensure the country can safely reopen.

The Dutch Association of Cinema Operators is happy that cinemas may reopen from the 1st of July. The thirty people visitors are too low for them. That director of the association, Gulian Nolthenius and is disappointed. “As a cooperation, we made a protocol based on a hundred visitors. That is 25 per cent of the what capable is in the hall, thirty persons are way more under that. It is a question if the film and cinema theatres are going to reopen.”, Gulian Nolthenius said. He also expects that a lot of cinemas are staying closed. “100 people were not profitable, even losing money. That is a shame because we want everybody giving distraction in these times.”, He said. The same is for Dutch pop centres and festivals.”You need personnel to maintain the rules. You need a lot of sold tickets to close that hole.”, Said association director Berend Schans. “By opening for thirty people you take the risks nothing closes the holes. Why would you do that?”, He continues. Also, Schans thinks that a lot of pop stages and festivals stay closed. “Pop stages could survive approximately 5 months. There must be more measurements, otherwise, they won’t survive.”, he says.

Sauna- and wellness centres are very disappointed about the new relaxed measurements. They are allowed to reopen in September. “We are very disappointed, even shocked and perplexed.”, Says association chairman Jos Keizer of VNSWB to ANP. He adds: “In the meantime, we think that our branch has more physical space and possibilities to reopen earlier.”, Keizer says. Keizer wants a conversation with the government to talk about their plans. He also sees a disaster for his branch in the future.

Experts say that relaxing the measurements is reasonable, but the test promises must be fulfilled first. Virologists and other experts say that it wasn’t reasonable ‘to keep up’ the measurements, as the government told in earlier press conferences.

Driving lessons are allowed to be taking and to give, was told in the press conference on the 6th of May. The branch association is ‘very happy’ with giving driving lessons from next Monday — under the strict conditions. There is a safety protocol for reopening the lessons. That says the branch association on their website.

From next Monday — the 11th of May — 25 nursing homes will — under strict conditions — reopen their doors for visitors. That confirmed Minister De Jonge at the press conference. This decision was received contently by elderly branch association KBO-PCOB. “People need perspective. With this decision of the government, there is more perspective.”, Says Manon Vanderkaa from KBO-PCOB.

Hairdressers are very happy they are allowed to star reopening their business again from the 11th of May. “I am especially happy for the entrepreneurs in this branch.”, Says Maurice Crusio from branch association ANKO. “This moment is the right time. Economically a lot of entrepreneurs did not well for their business.”, He says.

There will be a lot of relaxed measurements, but it only can happen when everyone cooperates together. That is what Minister De Jonge told us at the press conference. These relaxed measurements will turn back when the numbers on the IC departments are getting higher again. “We continue to monitor the effects, so we only do it when we can,” emphasizes Prime Minister Mark Rutte. Minister Hugo de Jonge speaks of a “control phase”, where testing and contact research are very important. The government calculates that this will take months until there is finally a vaccine.

The branch association of the Dutch Transports, OV-NL, is very happy now the government says we have to wear mouth masks when we are travelling through The Netherlands. “These are great measurements.”, Says chairman Pedro Peters. “These measurements are what we have advised the government: a smart combination of measurements.”, Peters adds.

From the 1st of July, coming-together is possible with less than 100 people.

The Royal Horeca Netherlands is relieved that there is more space to reopen the restaurants. “I am very happy that there is perspective.”, Says spokesman Robèr Willemsen. “As a caterer, I think it is great, but as an entrepreneur, it is exciting as well.”, He said. He also said that it is still the question of how the second support package looks like as they are still waiting for answers about this support package. According to Willemsen a lot of issues depends on these answers to the questions they’ve asked: “It is great we can turn into business again, to be busy with our work. But we have to take care that it will be financially manageable to go through this period.”, Willemsen said.

From the 1st of June non-medical mouth masks are obligated in public transport. Who doesn’t have one, could make one themselves or buy non-medical ones. That says Prime Minister Rutte. There will also be a website where you can find how you can make these mouth masks. Medical mouth masks are only for medical staff. “People must arrange these mouth masks by themselves.”, He said. Earlier the government was against people wearing these mouth masks to protect themselves as the mouth mask doesn't protect people from the virus. Now they say the mouth masks have an ‘added worth’ at places where 1,5 meter is not possible, such as public transport. “This way, it is less possible you will infect other people.”, Rutte says. “Shawls and other mouth covers are not enough.”, Says the branch association on their website. They add: “People are responsible to buy or make mouth masks for themselves.”

The government says that the number of people visiting at homestays with 3 people. There must be a 1,5-meter distance between the visitors. “Dutch homes are not really big. Except when you live in a palace.”, Says Rutte.

There is a plan when the relaxed measurements will remain in force.

This changes from the 1st of June when the virus will remain under control, it is meant the following are allowed:

  • Public transport will have the time travel schedule as before with mouth masks obligated.
  • Secondary schools will continue their physical program. These students are allowed to go back to school.
  • Terraces are allowed to reopen with a maximum of 10 persons.
  • Cafés, restaurants, theatres and cinemas are allowed to reopen their business with a maximum of 30 persons together when they have reserved.
  • Museums and monumental place may have visitors when they bought tickets before they enter the museum or monumental place.

With three weeks ahead, on the 1st of June, before they confirm the appointment, they will ask you first if you have had any Coronavirus complaints. “It is crucial if this conversation will be taken very seriously.”, Says Prime Minister Mark Rutte.

This changes from the 11th of May when the virus will remain under control, it is meant the following are allowed:

  • People who have a contact job are allowed to remain their job, such as hairdressers. Also, acupuncture, pedicure, optician and driving instructors may remain their jobs. Only you have to make an appointment and you may not have any symptoms of Coronavirus — a mouth mask is not obligated.
  • Non-contact jobs, like tennis and golf, is fine to do. Competitions are not allowed to do.
  • Libraries are allowed to reopen their business.

Here you will find the full list.

According to Minister De Jonge, everyone who wants to could be tested from June. He hopes the 1st of June will be the date to do that, but that is not sure if that date is achievable. Who has the virus must be in quarantine at home for two weeks and the GGD is doing contact research. De Jonge firmly says that you have to be careful: “The virus isn’t gone yet. Protect yourself as well as other people.”

Prime Minister Mark Rutte warns us: “The Netherlands only can be unlocked when we behave as well.” He also says that it is, after two months, time to relax some of the measurements. He adds: “We only can unlock The Netherlands if everybody behaves responsible and reasonable.”
