CloudFormation Bug: S3 Server Access Logs

When no value is set, Server Access Logging gets enabled and set to the bucket CloudFormation is creating

CloudFormation seems to have a bug with the LoggingConfiguration property. When I set the DestinationBucketName and the LogFilePrefix name to AWS::NoValue, the bucket ends up having a service access log bucket with the bucket itself.

In this case no access log bucket should be set and server access logging should be disabled.

There may be a different way to achieve this objective but in any case, no value should be set for the logging bucket if no value is passed to the CloudFormation template.
