Advanced Physics Theory | Oke Shannon Of The Famous Wilson Memo Claims The Work of Pharis Williams May Have Been Secretly Used By Others: The Dynamic Theory
If you are not familiar with the Wilson memo, it’s the alleged transcription by Dr. Eric Davis of a conversation with Admiral Wilson in which Wilson allegedly admits there is a reverse engineering program for off world craft, but he couldn’t access it. Oke Shannon is mentioned in the memo and has spoken publicly about it for the first time. TLDR; Williams’ work is well documented and much is even published in peer review. He did most of it at Los Alamos National Labs and New Mexico Tech University. It’s called The Dynamic Theory and it states that mass density is the 5th dimension. He claims it forms the equations for all other theories but also introduces new predictions some of which can be interpreted as already have been verified.

Dynamic Theory
For many years now, the ultimate quest in physics has been the unification of Einstein’s general relativity with quantum mechanics. Dr. Williams discovered that both these theories can, in fact, be derived from the laws of thermodynamics. The resulting theory eliminates the singularity problems of the conventional theories and makes a variety of intriguing predictions.
In his 5-dimension manifold theory, Williams’ finds the equations of thermodynamics have (as special cases) the otherwise distinct equations of physics including: Newton’s Mechanics, Classical Thermodynamics, Einstein’s Special Relativity, Einstein’s General Relativity, Quantum Mechanics, Quantum Electrodynamics, The Nuclear Strong Force and Weak Force, Gravitational Force and a deeper view of Cosmic Red Shift.
Because his work fills gaps in the Standard Model of Physics from the unexpected starting point of the Laws of Thermodynamics, he has been blocked from publication in the premier science journals of our day. Williams states, “In summary, the book presents detailed derivations of numerous applications of the classical thermodynamic laws with the result that phenomena currently covered by Newtonian, relativistic and quantum mechanics are predicted by these three laws. Memorial and Thoughts of a Man with Great Ideas — Pharis Williams
The first thing I found in my research was a DOE Office of Scientific and Technical Information (OSTI) document published in 2015 by James O. Shannon (Los Alamos National Laboratory), Warren R. Maines (Sandia National Laboratories), David Mathes (CEO and Founder of Spacelines),and Paul Murad (Morningstar Applied Physics, LLC) titled “Memorial and Thoughts of a Man with Great Ideas — Pharis Williams” https://www.osti.gov/servlets/purl/1248828
Before I dig into the document I want to point out who the authors are. One is Oke Shannon who worked with Pharis Williams at Los Alamos Labs. Another is from Sandia Labs. Paul Murad of Morningstar states in his linkedin profile “has over 25 years of public service as a senior technology analyst for the Department of Defense looking at foreign advanced and game-changing technology as well as defining future U.S. satellite systems for the next twenty years.” David Mathes of Spacelines has a SPI profile that states “ongoing optical research involves Dirac, Majorna and Weyl models of the electron internals, zitterbewegung, Bohmian quantum mechanics, and transactional hypothesis.”
So what does the document about Williams by these authors say? Here is a quote from the abstract.
“By applying simplifying or restrictive assumptions to the main body of the theory, Pharis shows that the major fields of physics are contained within the extensions of this theory. In these extensions, new field quantities appear to become important for systems and technical disciplines. Thus, the Dynamic Theory that he created would unify the various branches of physics into one theoretical structure. Only the future can tell what will be the impact of Pharis’ dynamic theory contributions and how engineers and scientists can gain and find new insights.”
It then goes on to explain his theory and work in more detail. It mentions a “popcorn program” or a “popcorn project” that was apparently an embarrassment to the Navy where Williams reportedly proved that a bunch of nuclear weapons were not being stored properly and a catastrophic event could potentially take place. Apparently, it was the result of him calculating the fusion yields from the tests didn’t match the theory and this is what led to him eventually developing his unified theory. The paper also implies that this embarrassment may have hurt Williams in getting others to look at his work and that the reader should look into the subject further. It says that, “You may read about this program in the archives of the London Daily Mail” however I can’t seem to find anything. “This unique maverick easily walked in both science and engineering disciplines and in doing so, found practical and important applications in shock physics and environmentally clean, compact reactors. From extending The Dynamic Theory to develop what Pharis described as the experimentally proven phat photon to the practicalities of the phat photon laser, such was the breadth of his skill sets where Pharis would then go the extra mile and propose applications in the fields of communications, energy and transportation. The future of The Dynamic Theory is up to the scientists and engineers of tomorrow who not only think outside the box, but can think and work in five dimensions and beyond.”

The Space Show Interview

During his Space Show interview he drops some bombs about an hour in. Williams claims to have people working on testing his compact fusion reactor and there are plans to commercialize if the results are good. He doesn’t name who is funding it and states they have good results so far, but it’s not yet confirmed.
He then goes on to claim that he demonstrated his predicted electro-gravitic effect, but could not get it published. He describes using cones on a balance and showing changes in mass depending on the direction of a DC current. He is not claiming he made anything lift, but that it’s possible theoretically and they are testing the theory. He then claims that a company called Science Applications and Research Associates (SARA) replicated it with a slightly different design and got it published in Electric Spacecraft Journal. I’ve been searching this journal, but can’t seem to find it. He doesn’t tell us the author or title of the paper, but it should be in there somewhere if any of you want to try to dig it up.
I want to point out that SARA has come up in my research before and interestingly is reported to have apparently attempted to replicate the mythical Nazi bell experimets as well as allegedly worked with Joe Firmage on alternative propulsion. That subject is a rabbit hole.
It gets even more interesting because in that same post I discuss Dr. Ronald Richter was claiming to have created fusion in 1948 and was reportedly using lithium hydride. Well that’s exactly what Williams is claiming to likely be the best way to make a compact fusion reactor using his theory.
“One of the first hydrides that may come to mind when thinking of designing fuel for these reactors might be LiH. This is known to general come in powdered form with few large chunks of approximately 1⁄4 inch in maximum dimension. The question of how to obtain a sufficiently large solid of the fuel to allow the use of the magnetic control field should come up. What Williams is describing is using magnetic fields to align the spin of deuterium which he predicts will reduce the amount of energy it takes for fusion to begin and that it will lead to a normally rare type of fusion into helium with no nuclear radiation created (no neutrons.) This of course sounds like “cold fusion” and is also reminiscent of Dr. Ronald Richter’s claims of fusion which were refuted to be impossible at such low temperatures. His design is also eerily reminiscent of what is now called lattice confinement fusion which is being investigated by NASA.
Williams goes on in the interview to say that at Los Alamos he was allowed to work on weapons only half the time and the other half on his theory.
He thinks there’s something to cold fusion, but he thinks it’s more experimental science and not his area of study.
Williams also expresses that in his opinion many people in the scientific community do not know the foundations on which they are speaking. He says, “A theory can never be confirmed” and “acceptance is the hard part.” I agree with him.
Somewhere in all this I think he is saying the gravitational constant is not constant, which I believe I’ve heard discussions about this being another problem in the physics community with observations indicating the constant is not so constant after all. I think he discusses it in this video.
He also has a video on scalar communications and signaling technology.
Wilson continues that a large aerospace company is testing his inductive coupling predictions and he thinks they are getting ready to publish it. If I understand that properly, that means they are testing his predictions of an electro-gravitic effect.
He thinks there’s 2 types of time. He wrote a paper in 1981 at Los Alamos National Labs on it and I also found a video presentation.

On his website he has an equation he calls “the equation of potential.”
This is the equation of the electrostatic potential I derived. It differs from the classic potential by the multiplicative exponential term. The classic potential is just k/r and this goes to infinity as r goes to zero. This behavior is termed “singular.” My potential does not go to infinity and is called a “non-singular” potential. It is this non-singular character of my potential, both in the electrostatic and gravitational potentials that really allow my work to predict things current physics cannot do. For instance, the compact reactor is a direct result of this potential form. Electric Propulsion Study
Apparently I haven’t finished finding papers by Pharis Williams on his unified field theory that predicts electro-gravitic effects and new routes to fusion energy while he was working at Los Alamos National Laboratory in the 1980s. I found a 1990 paper titled “Electric Propulsion Study” that he is listed as an advisor on. Then I found his patent. Then I found tons of new material. This is like drinking out of a fire hose.
Before I take you down the rabbit hole with me I also discovered that Paul Murad (one of the authors with Oke Shannon of the Pharis Williams memorial paper) has extensive publications on subjects related to Williams’ theory and most of it is much more recent.
This post may start to feel like we are getting lost in the weeds, but I want to remind you that this is an attempt to figure out what powers UFO’s/UAP.

The Rabbit Hole
I found a 1990 paper from the Air Force Space Technology Center titled “Electric Propulsion Study” with Pharis Williams cited as an advisor and was planning to do an entire post on it. I still would like to do that, but then I found Williams patent titled “Deuterium Reactor” and evidence that he got it through DOE funding and I fell down a rabbit hole. Perhaps you recall from my previous post that in 2009 Williams stated on The Space Show that he had his fusion energy predictions being tested by a government agency that was close to publishing results. Well his patent was filed in 2012, but unfortunately it was abandoned in 2015 due to failure to respond to an office action which is likely the result of the fact Williams died in 2014.
Okay, I know some of you will look at that one e-catword site very skeptically. So did I. The patent exists and we have video (The Space Show) of Williams claiming this fusion prediction was being tested by unnamed sources, but can we verify Indian Head Division (whatever that is) was involved? Or at least a potential connection? What is NSWC?
NSWC is Naval Service Warfare Center and Indian Head Division is dedicated to energetics and there applications in propulsion systems. Well I found a power point presentation hosted on a DARPA (.gov)site with Dr. Oliver Barham’s name on it. I also found a YouTube video of him presenting the power point at a conference. It turns out Dr. Barham is indeed Project Manager at Indian Head Division and currently working on low energy nuclear reactions (LENR) aka cold fusion research. In the presentation he mentions a 2013 patent held by the Navy and assigned to JWK International that is part of the presented results. He mentions the difficulty in getting things on this subject published requires them to focus on things that don’t sound like cold fusion so they focus on other aspects of the process such as measuring the heat or the particles created. This is reminiscent of what Dr. Gary Nolan discusses when publishing research on the phenomena. Notice the Navy patent is for particle generation. If you dig deeper into it they are generating neutrons for fusion reactions but not mentioning that. Dr. Barham also discusses the very real issue of investors not wanting their “secret sauce” published and that they need to find a way to work with academics to publish non-proprietary aspects to lift the field into mainstream credibility.
In case you missed the news, ARPA-E (offshoot of DARPA) recently announced they would be putting $10M towards the funding of LENR research.
Still not taking this seriously? Remember SRI? That place Hal Puthoff did his remote viewing research. The same place that basically invented the internet, AI, and the computer mouse. Well they have been researching cold fusion literally for 30 years. They started as soon as Pons-Fleischmann announced their results and never stopped. SRI even published a fairly recent paper on it.

Back To The Dynamic Theory
So how is this all relevant to Pharis Williams? The answer is that his theory reportedly predicted the results. One of the biggest hurdles in getting the subject of LENR properly funded and investigated is the lack of a good theory of how it actually works. Our current theories say it’s impossible, but not William’s theory. Not only is this the opportunity to test his theory and give it credibility, but if it’s matching the observations it creates a path forward for the proper scientific study of LENR, which would be revolutionary for humanity. It would allow for cheap, safe, abundant and clean energy. It would allow for nuclear remediation to clean up disaster sites and superfund sites. It would allow for compact fusion reactors for space travel. And if the Dynamic Theory is successful in these predictions it means the study of electro-gravitics is no longer pseudoscience or fringe theory.
If you want to dig a little deeper I found some chatter about SPAWAR being involved in this going further back. Dr. Barham actually mentions SPAWAR being involved in one of his videos as well.
As has been reported and discussed here on the forum for years, the US Navy has been involved in LENR for decades. In 2012 I believe, they shifted most of their SPAWAR work to NASA, where it continues to this day. 5 years ago, a new team of Navy researchers received DARPA funding to start their own LENR research program, and recently presented their work at ICCF24 (July 2022). Joining the Navy is another new entrant into the LENR field, and that is the US Army (Corp of Engineers).

Q. This sounds like Cold Fusion. Wasn’t “Cold Fusion” disproven?
A. While most people think that the Department of Energy concluded that the claims were wrong, this is not the case. In fact, after two reviews in 1989 and 2004, the DOE ENERGY RESEARCH ADVISORY BOARD found that there wasn’t enough evidence to either prove or disprove the claims and that more research was needed. Furthermore, several other countries are awaking to the fact that the phenomena may be real as documented in a recent DEFENSE INTELLIGENCE AGENCY TECHNOLOGY ALERT paper.
GEC scientists and collaborators developed a different experimental protocol that allowed them to go beyond the initial claims of Fleischmann and Pons. Our experiments are repeatable, they have been replicated by others and our results have been published in peer-reviewed papers. Additionally, our experiments produce direct evidence of nuclear activity including emission of high-energy neutrons.
Q. How can this be real since it doesn’t match theory?
A. History is full of examples where the accepted theory had to be adapted to match new experimental results. At one time, theory held that the earth was flat. Galileo was put under house arrest by the church for observing that the earth was not the center of the universe. Cassini and other scientists held that the speed of light was infinite long after Romer had provided solid experimental evidence that it was 186,000 miles per second. There’s a statement in science that, “Theory guides, experiment decides.” A theory is only as good as its ability to predict or describe experimental results. If the experimental results don’t confirm the theory, it’s the theory that must change since the experimental results are controlled by nature. This is not to say that all current nuclear physics theories are wrong but that they are incomplete when it comes to explaining our experimental results. Each year, hundreds of PhD’s are awarded to students who have improved or evolved a theory so that it more accurately explains experimental results. These and many other examples show how theory must evolve to match observation. Several theories have been proposed but to date, none match all of our observed experimental results.
Q. How do you overcome the coulomb barrier?
A. Several possibilities such as a stripping reaction or the equivalent to “tunneling” in solid state electronics have been suggested as a way to overcome the coulomb barrier. More research is needed to determine the answer to this question.
Q. What technical challenges need to be overcome before this technology can be commercialized?
A. Our GeNiE pilot reactors have demonstrated the ability to produce neutrons with enough energy to fission either natural uranium, enriched uranium, or existing hazardous waste. We are currently working to optimize the reactions and increase the flux of high-energy neutrons. Once this is achieved, many commercial applications are possible.
Q. If this is real, you should all be dead because of the neutrons that would have been produced. How do you answer that since you’re obviously still alive?
A. One of the properties of our experiments is that the neutron flux is several orders of magnitude less than that predicted by conventional theory. The current flux levels are not hazardous however we are currently working to optimize the experiments to increase the flux. We recognize the dangers of high-energy neutrons and take appropriate precautions.
